According to the OU, Hershey's cocoa powder, where the only ingredient is cocoa, is permissible for Pesach without special KLP certification. (As with all halachic matters, please check with your rabbi.) This is a way, way less expensive way to go than buying the special heimishe KLP brands or the KLP chocolate chips.

This works out to $3.24 per can, which is roughly about the price of one measly bag of KLP chocolate chips.
